Yes. Memberships are per Organization, and content visibility never crosses the tenant boundary.

Who can enable auto-publish for a client account?

Only permitted roles, and enabling auto-publish requires an explicit acknowledgement that QueueTempo will publish at the stated times while the Tempo is active.

Is there a record of who approved what?

Every approval stores the approver identity, time, policy, and content checksum in an auditable trail.
